The History of Koltsovo
The General Directorate for Microbiological Industry under the Council of Ministers of the USSR issued order No. A-1683 “On the establishment of the All-Union Research Institute of Molecular Biology”.
On August 2, 1974
Koltsovo was named after the world-famous Russian biologist, cytologist and geneticist Nikolay K. Koltsov, and it appeared on the map as a settlement in 1979.

Koltsovo Innovation Center (ICK)
Koltsovo Innovation Center is a part of the innovative infrastructure of the Novosibirsk region, and considered as a development institution for the of Koltsovo Science Town. The ICK has been promoting the creation and development of innovative companies for more than 20 years.
The ICK is an entry point for international companies wishing to collaborate with Koltsovo and Novosibirsk companies in the life sciences.
Koltsovo Innovation Center has cooperation agreements with the institutions of development in Bulgaria, China, Belarus, Spain, Finland, Mongolia, and interacts with more than 50 Russian trade representations abroad as well.
The SRF “SKIF” project is open the path to creating novel scientific projects, supporting young scientists, developing transport and social infrastructure, changing the boundaries of Koltsovo Science Town.

The Mayor of Koltsovo Urban Okrug
Nikolay Krasnikov
N. Krasnikov was born in 1955 in Siberia, near Lake Baikal. He graduated the Novosibirsk State University, the Faculty of Mechanics and Mathematics.
Since 1977, Nikolay Krasnikov held various positions in FSRI SRC VB VECTOR.
Since 1996, he has not lost any elections; Koltsovo is under his directions for over 20 years. Under his guidance, Koltsovo was granted the status as Science Town (Naukograd) of the Russian Federation.
At present, Nikolay Krasnikov continues to develop a high-quality urban environment for scientists and entrepreneurs.
In 1990, he was elected as the Chairman of the Koltsovo Work Settlement Council of Deputies.
The author of more than 20 scientific articles on the Municipal Governance and development of science towns.
